In September 2016, PRA issued a Request for Proposals (RFP) that invited competitive proposals from developers to purchase and develop the parcel located at 800-830 Vine Street. This RFP was also the first time that PRA or any other City development agency issued an RFP that encouraged developers to explain the social impact of their proposal. Examples of social impact suggested by the RFP included affordable housing, permanent employment opportunities, investment in local education or access to Pre-K, or community facilities.
On the December 14, 2016 submission deadline, PRA received a total of two proposals in response to this RFP. On March 6, 2017 both proposals were presented to the public by their lead developers, Parkway Corp. and Pennrose, at a community meeting.
